Noriko Handroll Bar operates on a premise that sounds almost defiantly simple: two Korean American chefs, Billy Lim and Rhan Whang, took the memory of their mothers wrapping seasoned nori around a pinch of fresh rice and built a 20-seat underground restaurant around it. There's no signage on Milwaukee Avenue. You descend into the lower level of Michelin-recognized Perilla Fare and find a bar where the entire point is temaki made to order and eaten immediately — before the nori loses its crackle, before the rice cools. Whang's twelve years at Girl & the Goat give the kitchen serious pedigree, but Noriko isn't trading on fine-dining credentials. It's trading on precision, intimacy, and a genuine belief that the handroll is worth this level of attention. The menu is focused enough that ordering strategically matters.
